National Monitoring, Evaluation & Learning (NMEL) Guidelines

Minecofin (Rwanda’s Ministry of Finance and Economic Planning) utilizes Monitoring and Evaluation (M&E) to track the progress of national policies, programs, and projects, ensuring they are implemented as intended and achieving desired results. This includes monitoring the implementation of long-term visions, mid-term strategies, national resolutions, and global commitments like the Sustainable Development Goals. M&E helps to identify what works and what doesn’t, informing policy design, implementation, and investment decisions.
